A candidate for public office in any contemporary democracy may have to consider what, if anything, to do about "global warming." Candidates should understand that the oft-repeated claim that nearly all scientists demand that something dramatic be done to stop global warming is not true. In fact, a large and growing number of distinguished scientists and engineers do not agree that drastic actions on global warming are needed.

In September, Nobel Prize-winning physicist Ivar Giaever, a supporter of President Obama in the last election, publicly resigned from the American Physical Society (APS) with a letter that begins: "I did not renew [my membership] because I cannot live with the [APS policy] statement: 'The evidence is incontrovertible: Global warming is occurring. If no mitigating actions are taken, significant disruptions in the Earth's physical and ecological systems, social systems, security and human health are likely to occur. We must reduce emissions of greenhouse gases beginning now.' In the APS it is OK to discuss whether the mass of the proton changes over time and how a multi-universe behaves, but the evidence of global warming is incontrovertible?"

In spite of a multidecade international campaign to enforce the message that increasing amounts of the "pollutant" carbon dioxide will destroy civilization, large numbers of scientists, many very prominent, share the opinions of Dr. Giaever. And the number of scientific "heretics" is growing with each passing year. The reason is a collection of stubborn scientific facts.

They have an unshakeable faith that manmade carbon emissions will produce a hotter climate, causing multiple natural disasters. Their insistence that we can be absolutely certain this will come to pass is based not on science -- which is never fully settled, witness the recent experiments that may undermine Albert Einstein's theory of relativity -- but on something very much like religious faith.

All the trappings of religion are there. Original sin: Mankind is responsible for these prophesied disasters, especially those slobs who live on suburban cul-de-sacs and drive their SUVs to strip malls and tacky chain restaurants.

The need for atonement and repentance: We must impose a carbon tax or cap-and-trade system, which will increase the cost of everything and stunt economic growth.

Indulgences, like those Martin Luther railed against: private jet-fliers like Al Gore and sitcom heiress Laurie David can buy carbon offsets to compensate for their carbon-emitting sins.

A jury Friday found 10 Muslim university students guilty of disrupting a speech by an Israeli diplomat at UC Irvine last year, in a case that focused on free speech.
Superior Court Judge Peter Wilson sentenced each student to three years of probation, which would be cut to a year if each completes 56 hours of community service by Jan. 31. He also ordered them to pay $270 in fines.

Wilson said jail time was not warranted because evidence showed the students were "motivated by their beliefs and did not disrupt for the sake of disrupting."

The jury of six men and six women deliberated about two days before finding the students guilty on one count each of misdemeanor disturbing a public meeting and conspiracy in connection with the Feb. 8, 2010, talk by Michael Oren, the Israeli ambassador to the United States.

"We're delighted the jury saw this the same way we saw it," Assistant District Attorney Dan Wagner said.

Wagner argued the defendants used a "heckler's veto" to thwart the free-speech rights of the speaker, while the defense attorneys contended the protesters lawfully exercised their right to free speech.

The jury disagreed.

The results from an experiment to mimic Earth's atmosphere by CERN, the European Organization for Nuclear Research, tell researchers that the sun has a significant effect on our planet's temperature. Its magnetic field acts as a gateway for cosmic rays, which play a large role in cloud formation.

Consequently, when the sun's magnetic field allows cosmic rays to seed cloud cover, temperatures are cooler. When it restricts cloud formation by deflecting cosmic rays away from Earth, temperatures go up.

Or, as the London Telegraph's James Delingpole delicately put it:

"It's the sun, stupid."

This new finding of 63 scientists from 17 European and U.S. institutes from an experiment that's been ongoing since 2009 is, if we may paraphrase Vice President Joe Biden, a big deal. Which is exactly why the mainstream media, with so much invested in global warming hysteria, is letting last week's announcement from CERN pass like a brief summer shower, ignoring it.

Everybody who imagined himself anybody raced to Copenhagen last year for the global-warming summit, renamed "climate change" when the globe began to cool, as it does from time to time. Some 45,000 delegates, "activists," business representatives and the usual retinue of journalists registered for the party in Copenhagen. This year, only 1,234 journalists registered for the Cancun beach party. The only story there is that there's no story there. The U.N. organizers glumly concede that Cancun won't amount to anything, even by U.N. standards.

Rep. Henry A. Waxman of California, who wrote and sponsored the cap-and-trade legislation last year, says he'll be too busy with congressional business (buying stamps for the Christmas cards and getting a haircut and a shoeshine) even to think about going to Cancun. Last year, he joined Speaker Nancy Pelosi and dozens of other congressmen in taking staffers and spouses to the party in Copenhagen. The junket cost taxpayers $400,000, but Copenhagen is a friendly town and a good time was had by all. This year, they're all staying home, learning to live like lame ducks.

I clicked on the link to explain this unexpected fee and U-Haul treated me to a rambling eight paragraph paean to their environmental consciousness, saying, in part, “For more than 60 years, the U-Haul Companies have provided an economical, sustainable and environmentally friendly means for families to move to a better future.” And that “sharing” trucks rather than buying one for the average family’s twice a decade move reduces “hundreds of thousands of tons of greenhouse gas emissions annually.” And “With 15,000 locations across the United States and Canada, U-Haul truck sharing helps to reduce the carbon footprint of many local communities.” So far, the $5 fee hadn’t been explained – I was on the edge of my seat for the punch line – until finally, in the last paragraph: “The Customer money collected as an environmental fee is expended to reduce the negative impact of our business on future generations. Aerodynamic fuel saving truck skirts, the fuel economy gauge, storage re-use centers, environmentally friendly truck wash soap, are examples of where these funds go.”

Ahh, I see.
Except that it’s a line of B.S. meant to make the customer feel better about forking over another $5 to U-Haul for the good cause of the environment – a fee I didn’t recall paying the last time I rented from U-Haul.

THE world’s leading climate change body has been accused of losing credibility after a damning report into its research practices.

A high-level inquiry into the Intergovernmental Panel on Climate Change found there was “little evidence” for its claims about global warming.

It also said the panel had emphasised the negative impacts of climate change and made “substantive findings” based on little proof.

The review by the InterAcademy Council (IAC) was launched after the IPCC’s hugely embarrassing 2007 benchmark climate change report, which contained exaggerated and false claims that Himalayan glaciers could melt by 2035.

The panel was forced to admit its key claim in support of global warming was lifted from a 1999 magazine article. The report was based on an interview with a little-known Indian scientist who has since said his views were “speculation” and not backed by research.

Independent climate scientist Peter Taylor said last night: “The IPCC’s credibility has been deeply dented and something has to be done. It can’t just be a matter of adjusting the practices. They have got to look at what are the consequences of having got it wrong in terms of what the public think is going on. Admitting that it needs to reform means something has gone wrong and they really do need to look at the science.”

Enter government-owned BC Hydro and its Powerex subsidiary. With abundant hydro power potential, British Columbia is seeking to become the Saudi Arabia of “green” energy. California environmentalists don’t see the irony in British Columbia damming rivers to provide power to California, while in California, environmentalists fight to demolish dams as unsightly threats to salmon.

The irony gets even deeper, though. British Columbia, perhaps due to Premier Campbell’s business-friendly tax and regulatory policies, is growing. That, combined with a severe drought (yes, when California gets a good water year, British Columbia often sees a drought) means that BC Hydro will be importing $220 million more electricity than it did last year. You read it correctly, hydro energy colossus British Columbia will be importing almost a quarter billion dollars more electricity this year than last. In fact, BC Hydro has imported more energy than it has exported in 10 out of 11 years. And, from where does this energy come? Washington State and Alberta Canada. And, what is the source of this electricity? Brace yourself. Coal and gas-fired plants.

Electrons in a grid, like dollars in an account, are fungible, meaning that “clean green” electrons cannot be separated from “dirty coal” electrons and both are mixed in with electrons from nuclear power plants. So, when the Premier of British Columbia comes to California to urge us to continue to make our state even more dependent on his province for electricity as we strive to make the planet better we shouldn’t fool ourselves. The fact is, BC Hydro is buying “dirty” power and then, in an act I’ll dub “electron laundering” is repackaging it for the silly, naïve, environmental-minded Californians as pristine green hydro power—with a nice mark up, of course (Canadians have to pay for their national healthcare after all).

When David Plouffe, President Barack Obama's 2008 campaign manager, wrote recently that his former boss was "not concerned with his re-election", there was predictable scepticism.

After all, it has long been a truism that every politician wants to cling to power and a reality that presidential campaigns are planned years in advance. Pronouncements about not looking at polls and concentrating on getting things done are, moreover, standard fare from poll-driven, election-obsessed politicians and their apparatchiks.
In this case, however, Plouffe may inadvertently be onto something. Almost everything Obama does these days suggests that he doesn't care much about being re-elected. Strange as it might seem, perhaps he wants to be a one-term president.

Obama was elected in 2008 at an extraordinary moment in American politics. Suddenly, this charismatic figure, elected to the Senate without serious opposition in 2004 and without any executive experience, was catapulted into the White House.

His presidential bid had been based on the power of his life story and his ability with the spoken word. Doubtless he was as surprised as anyone else that he pulled it off. Governing has been altogether more difficult for him and there are signs he is already tiring of it.

Obama's intervention on the so-called "Ground Zero mosque" issue is a case in point. There was no need for him to get involved - the Islamic community centre two blocks from the 9/11 site is unlikely to get built and there was no political advantage in his making a statement.

What he said about religious freedom was typically Obama - high-minded, principled and legalistic. He is, after all, a former constitutional law professor. What his words lacked were any real empathy with what Americans felt and practical considerations about resolving the issue - never mind the political downside for him.

Campus officials at UCI have banned the Muslim Student Union for one year and placed the organization on disciplinary probation for an additional year, according to the Jewish Federation Monday morning.

Federation officials say they obtained documents from the university through the Freedom of Information Act, which show that the Muslim Student Union has been suspended on campus effective Sept. 1.

MSU members said contrary to the federation's statements, the student group has not been officially suspended.

The suspension is the result of a months-long internal review by the university following the arrest of 11 union students during Israeli Ambassador Michael Oren's speech on campus. Oren was repeatedly interrupted by the union members.

The world is outraged at Israel's blockade of Gaza. Turkey denounces its illegality, inhumanity, barbarity, etc. The usual U.N. suspects, Third World and European, join in. The Obama administration dithers.

But as Leslie Gelb, former president of the Council on Foreign Relations, writes, the blockade is not just perfectly rational, it is perfectly legal. Gaza under Hamas is a self-declared enemy of Israel -- a declaration backed up by more than 4,000 rockets fired at Israeli civilian territory. Yet having pledged itself to unceasing belligerency, Hamas claims victimhood when Israel imposes a blockade to prevent Hamas from arming itself with still more rockets.

In World War II, with full international legality, the United States blockaded Germany and Japan. And during the October 1962 missile crisis, we blockaded ("quarantined") Cuba. Arms-bearing Russian ships headed to Cuba turned back because the Soviets knew that the U.S. Navy would either board them or sink them. Yet Israel is accused of international criminality for doing precisely what John Kennedy did: impose a naval blockade to prevent a hostile state from acquiring lethal weaponry.

Oh, but weren't the Gaza-bound ships on a mission of humanitarian relief? No. Otherwise they would have accepted Israel's offer to bring their supplies to an Israeli port, be inspected for military materiel and have the rest trucked by Israel into Gaza -- as every week 10,000 tons of food, medicine and other humanitarian supplies are sent by Israel to Gaza.

Why was the offer refused? Because, as organizer Greta Berlin admitted, the flotilla was not about humanitarian relief but about breaking the blockade, i.e., ending Israel's inspection regime, which would mean unlimited shipping into Gaza and thus the unlimited arming of Hamas.

Israel has already twice intercepted ships laden with Iranian arms destined for Hezbollah and Gaza. What country would allow that?

But even more important, why did Israel even have to resort to blockade? Because, blockade is Israel's fallback as the world systematically de-legitimizes its traditional ways of defending itself -- forward and active defense.

It seems the long and chilly winter has taken its toll on climate change sensibilities despite the fact that weather has nothing to do with climate.

The latest figure is a clear drop from the 62 percent of Germans who said they were scared of such changes just last autumn.

The new survey, carried out by polling company Infratest for Der Spiegel magazine, showed a quarter of those questioned thought Germany would profit from climate change rather than be badly affected by it.

Many people have little faith in the information and prognosis of climate researchers with a third questioned in the survey not giving them much credence. This is thought to be largely due to mistakes and exaggerations recently discovered in a report of the intergovernmental panel on climate change, the IPCC.

Additional revelations of unethical behavior, errors, and serial exaggeration in climate science are rolling out on an almost daily basis, and there is good reason to expect more.

The U.N.’s Intergovernmental Panel on Climate Change (IPCC), hitherto the gold standard in climate science, is under fire for shoddy work and facing calls for a serious shakeup. The U.S. Climate Action Partnership, the self-serving coalition of environmentalists and big business hoping to create a carbon cartel, is falling apart in the wake of the collapse of any prospect of enacting cap and trade in Congress. Meanwhile, the climate campaign’s fallback plan to have the EPA regulate greenhouse gas emissions through the cumbersome Clean Air Act is generating bipartisan opposition. The academic at the centre of the ‘Climategate’ affair, whose raw data is crucial to the theory of climate change, has admitted that he has trouble ‘keeping track’ of the information.

Colleagues say that the reason Professor Phil Jones has refused Freedom of Information requests is that he may have actually lost the relevant papers.

Professor Jones told the BBC yesterday there was truth in the observations of colleagues that he lacked organisational skills, that his office was swamped with piles of paper and that his record keeping is ‘not as good as it should be’.

The data is crucial to the famous ‘hockey stick graph’ used by climate change advocates to support the theory.

Professor Jones also conceded the possibility that the world was warmer in medieval times than now – suggesting global warming may not be a man-made phenomenon.

And he said that for the past 15 years there has been no ‘statistically significant’ warming.

The admissions will be seized on by sceptics as fresh evidence that there are serious flaws at the heart of the science of climate change and the orthodoxy that recent rises in temperature are largely man-made.

In 2007, the most comprehensive report to date on global warming, issued by the respected United Nations Intergovernmental Panel on Climate Change, made a shocking claim: The Himalayan glaciers could melt away as soon as 2035.

These glaciers provide the headwaters for Asia's nine largest rivers and lifelines for the more than one billion people who live downstream. Melting ice and snow would create mass flooding, followed by mass drought. The glacier story was reported around the world. Last December, a spokesman for the World Wildlife Fund, an environmental pressure group, warned, “The deal reached at Copenhagen will have huge ramifications for the lives of hundreds of millions of people who are already highly vulnerable due to widespread poverty.” To dramatize their country's plight, Nepal's top politicians strapped on oxygen tanks and held a cabinet meeting on Mount Everest.

But the claim was rubbish, and the world's top glaciologists knew it. It was based not on rigorously peer-reviewed science but on an anecdotal report by the WWF itself. When its background came to light on the eve of Copenhagen, Rajendra Pachauri, the head of the IPCC, shrugged it off. But now, even leading scientists and environmental groups admit the IPCC is facing a crisis of credibility that makes the Climategate affair look like small change.

“The global warming movement as we have known it is dead,” the brilliant analyst Walter Russell Mead says in his blog on The American Interest. It was done in by a combination of bad science and bad politics.

The revelation will cause fresh embarrassment for the The Intergovernmental Panel on Climate Change (IPCC), which had to issue a humiliating apology earlier this month over inaccurate statements about global warming.
The IPCC's remit is to provide an authoritative assessment of scientific evidence on climate change.

In its most recent report, it stated that observed reductions in mountain ice in the Andes, Alps and Africa was being caused by global warming, citing two papers as the source of the information.

However, it can be revealed that one of the sources quoted was a feature article published in a popular magazine for climbers which was based on anecdotal evidence from mountaineers about the changes they were witnessing on the mountainsides around them.

The other was a dissertation written by a geography student, studying for the equivalent of a master's degree, at the University of Berne in Switzerland that quoted interviews with mountain guides in the Alps.

The revelations, uncovered by The Sunday Telegraph, have raised fresh questions about the quality of the information contained in the report, which was published in 2007.

It comes after officials for the panel were forced earlier this month to retract inaccurate claims in the IPCC's report about the melting of Himalayan glaciers.

Sceptics have seized upon the mistakes to cast doubt over the validity of the IPCC and have called for the panel to be disbanded.

There are many kinds of truth. Al Gore was poleaxed by an inconvenient one yesterday.

The former US Vice-President, who became an unlikely figurehead for the green movement after narrating the Oscar-winning documentary An Inconvenient Truth, became entangled in a new climate change “spin” row.

Mr Gore, speaking at the Copenhagen climate change summit, stated the latest research showed that the Arctic could be completely ice-free in five years.

In his speech, Mr Gore told the conference: “These figures are fresh. Some of the models suggest to Dr [Wieslav] Maslowski that there is a 75 per cent chance that the entire north polar ice cap, during the summer months, could be completely ice-free within five to seven years.”

However, the climatologist whose work Mr Gore was relying upon dropped the former Vice-President in the water with an icy blast.

“It’s unclear to me how this figure was arrived at,” Dr Maslowski said. “I would never try to estimate likelihood at anything as exact as this.”

Mr Gore’s office later admitted that the 75 per cent figure was one used by Dr Maslowksi as a “ballpark figure” several years ago in a conversation with Mr Gore.

In the wake of the publishing of the East Anglia e-mails, I'm beginning to see a Roy Cohn-at-Tailgunner-Joe's-side quality in some of the more zealous climatological gurus' incessant bleats.

(By the way, how much CO2 does a whiny bleat put out into the atmosphere?)

Some of them are no doubt vaguely cognizant of the fact that they might have way overbet this hand and that there's now something much more important in play than the plight of the planet. And that of course would be their reputations and standing in the herd of man.

You ever come across raccoons in the outdoor trash can at 11:30 or so at night? As soon as they're exposed by the beam of the flashlight (by the way, how much CO2 does the beam of a flashlight put into the atmosphere?), they turn on you with fangs and paws and let you know what follows will be a short conversation with very little talking involved.

Currently, climate scientists are raccoons hip-deep in statistical garbage and you should approach them with caution because they are unarmed (with facts) and dangerous.

The trouble with outsourcing your marbles to the peer-reviewed set is that, if you take away one single thing from the leaked documents, it's that the global warm-mongers have wholly corrupted the "peer-review" process. When it comes to promoting the impending ecopalypse, the Climate Research Unit is the nerve-center of the operation. The "science" of the CRU dominates the "science" behind the United Nations IPCC, which dominates the "science" behind the Congressional cap-and-trade boondoggle, the upcoming Copenhagen shakindownen of the developed world, and the now-routine phenomenon of leaders of advanced, prosperous societies talking like gibbering madmen escaped from the padded cell, whether it's President Barack Obama promising to end the rise of the oceans or the Prince of Wales saying we only have 96 months left to save the planet.

But don't worry, it's all "peer-reviewed."

Here's what Phil Jones of the CRU and his colleague Michael Mann of Penn State mean by "peer review". When Climate Research published a paper dissenting from the Jones-Mann "consensus," Jones demanded that the journal "rid itself of this troublesome editor," and Mann advised that "we have to stop considering Climate Research as a legitimate peer-reviewed journal. Perhaps we should encourage our colleagues in the climate research community to no longer submit to, or cite papers."

So much for Climate Research. When Geophysical Research Letters also showed signs of wandering off the "consensus" reservation, Dr. Tom Wigley ("one of the world's foremost experts on climate change") suggested they get the goods on its editor, Jim Saiers, and go to his bosses at the American Geophysical Union to "get him ousted." When another pair of troublesome dissenters emerge, Dr. Jones assured Dr. Mann, "I can't see either of these papers being in the next IPCC report. Kevin and I will keep them out somehow – even if we have to redefine what the peer-review literature is!"

Which, in essence, is what they did. The more frantically they talked up "peer review" as the only legitimate basis for criticism, the more assiduously they turned the process into what James Lewis calls the Chicago machine politics of international science. The headline in the Wall Street Journal Europe is unimproveable: "How To Forge A Consensus." Pressuring publishers, firing editors, blacklisting scientists: That's "peer review," climate-style. The more their echo chamber shriveled, the more Mann and Jones insisted that they and only they represent the "peer-reviewed" "consensus." And gullible types like Ed Begley Jr. and Andrew Revkin of the New York Times fell for it hook, line and tree-ring.

Since 2003, however, when the statistical methods used to create the "hockey stick" were first exposed as fundamentally flawed by an expert Canadian statistician Steve McIntyre, an increasingly heated battle has been raging between Mann's supporters, calling themselves "the Hockey Team", and McIntyre and his own allies, as they have ever more devastatingly called into question the entire statistical basis on which the IPCC and CRU construct their case.

The senders and recipients of the leaked CRU emails constitute a cast list of the IPCC's scientific elite, including not just the "Hockey Team", such as Dr Mann himself, Dr Jones and his CRU colleague Keith Briffa, but Ben Santer, responsible for a highly controversial rewriting of key passages in the IPCC's 1995 report; Kevin Trenberth, who similarly controversially pushed the IPCC into scaremongering over hurricane activity; and Gavin Schmidt, right-hand man to Al Gore's ally Dr James Hansen, whose own GISS record of surface temperature data is second in importance only to that of the CRU itself.

There are three threads in particular in the leaked documents which have sent a shock wave through informed observers across the world. Perhaps the most obvious, as lucidly put together by Willis Eschenbach (see McIntyre's blog Climate Audit and Anthony Watt's blog Watts Up With That), is the highly disturbing series of emails which show how Dr Jones and his colleagues have for years been discussing the devious tactics whereby they could avoid releasing their data to outsiders under freedom of information laws.

They have come up with every possible excuse for concealing the background data on which their findings and temperature records were based.

This in itself has become a major scandal, not least Dr Jones's refusal to release the basic data from which the CRU derives its hugely influential temperature record, which culminated last summer in his startling claim that much of the data from all over the world had simply got "lost". Most incriminating of all are the emails in which scientists are advised to delete large chunks of data, which, when this is done after receipt of a freedom of information request, is a criminal offence.

But the furor over these documents is not about tone, colloquialisms or even whether climatologists are nice people in private. The real issue is what the messages say about the way the much-ballyhooed scientific consensus on global warming was arrived at in the first place, and how even now a single view is being enforced. In short, the impression left by the correspondence among Messrs. Mann and Jones and others is that the climate-tracking game has been rigged from the start.
According to this privileged group, only those whose work has been published in select scientific journals, after having gone through the "peer-review" process, can be relied on to critique the science. And sure enough, any challenges that critics have lobbed at climatologists from outside this clique are routinely dismissed and disparaged.

This past September, Mr. Mann told a New York Times reporter in one of the leaked emails that: "Those such as [Stephen] McIntyre who operate almost entirely outside of this system are not to be trusted." Mr. McIntyre is a retired Canadian businessman who fact-checks the findings of climate scientists and often publishes the mistakes he finds—including some in Mr. Mann's work—on his Web site, Climateaudit.org. He holds the rare distinction of having forced Mr. Mann to publish a correction to one of his more-famous papers.
As anonymous reviewers of choice for certain journals, Mr. Mann & Co. had considerable power to enforce the consensus, but it was not absolute, as they discovered in 2003. Mr. Mann noted to several colleagues in an email from March 2003, when the journal "Climate Research" published a paper not to Mr. Mann's liking, that "This was the danger of always criticising the skeptics for not publishing in the 'peer-reviewed literature'. Obviously, they found a solution to that—take over a journal!"

The scare quotes around "peer-reviewed literature," by the way, are Mr. Mann's. He went on in the email to suggest that the journal itself be blackballed: "Perhaps we should encourage our colleagues in the climate research community to no longer submit to, or cite papers in, this journal. We would also need to consider what we tell or request of our more reasonable colleagues who currently sit on the editorial board." In other words, keep dissent out of the respected journals. When that fails, re-define what constitutes a respected journal to exclude any that publish inconvenient views. It's easy to manufacture a scientific consensus when you get to decide what counts as science.

Sacked employees can play the 'Green Card', and make wrongful dismissal claims against their former employers on grounds of their belief, a judge has ruled.
Paradoxically, this could also protect non-believers - such as climate skeptics and atheist vicars, the latter being the norm in the Church of England, which we'll come to in a moment.

So what's happened? Basically, a former employee has had his right to sue the employer affirmed by an appeals judge, on the grounds that his environmentalist views are a philosophical belief (and not a political view). No such Tribunal has yet been held, but may now take place.

The case was raised by a "sustainability officer" called Tim Nicholson, who had been made redundant by the property company Grainger last year. Nicholson argues that under the 'Employment Equality (Religion or Belief) Regulations 2003', belief in the hypothesis of man-made global warming constitutes a religious or philosophical belief, and this affords protection from discrimination. In March, Nicholson won the right to sue from a regional employment tribunal. Grainger appealed against that decision, and Justice Burton's decision yesterday backs Nicholson, affirming his right to sue.

The ruling may be significant in the years to come. The number of environmentally-related positions such as "sustainability" officers and eco advisers has mushroomed in recent years - particularly in the public sector, where a future government (most likely Conservative) needs to make steep cuts. Global warming appears to have stalled. Climatologists are puzzled as to why average global temperatures have stopped rising over the last 10 years. Some attribute the trend to a lack of sunspots, while others explain it through ocean currents.
At least the weather in Copenhagen is likely to be cooperating. The Danish Meteorological Institute predicts that temperatures in December, when the city will host the United Nations Climate Change Conference, will be one degree above the long-term average.

Otherwise, however, not much is happening with global warming at the moment. The Earth's average temperatures have stopped climbing since the beginning of the millennium, and it even looks as though global warming could come to a standstill this year.

Ironically, climate change appears to have stalled in the run-up to the upcoming world summit in the Danish capital, where thousands of politicians, bureaucrats, scientists, business leaders and environmental activists plan to negotiate a reduction in greenhouse gas emissions. Billions of euros are at stake in the negotiations.

It is an anniversary that should rank among the greatest we recognize: the fall of the Berlin Wall and, with it, the end of Soviet Communism and a successful conclusion to the Cold War. And yet it passes with very little attention, as almost an afterthought. It is an astonishing oversight on our part.

There are many things to take away from the meaning of what unfolded at the Berlin Wall two decades ago — one of which is that the West has many more inherent strengths many of us often forget. As a reference point, think back to the early-to-mid 1980s. One of the influential books of that time was How Democracies Perish by the distinguished French philosopher and journalist Jean-Francois Revel. The first sentence of Mr. Revel's book reads this way: "Perhaps in history democracy will have been an accident, a brief parenthesis which comes to a close before our very eyes." The aim of the book, Revel wrote, "is to describe in detail the implacable democracy-killing machine this world of ours has become. There may be some satisfaction in understanding how it works, even if we are powerless to stop it."

What is even more noteworthy is the theory underpinning Mr. Revel's conclusion. Structural weaknesses enervate democracies. Democratic societies, we were told, are inwardly oriented and self-hating. It was said that we were in denial about the threats we faced and the nature of totalitarian regimes. And there was the failure of Western nerve and courage. Faced with a ruthless, determined, patient enemy, democracies -- including the United States -- were acquiescing in their own defeat. Mr. Revel's bottom line was this: "Communism is a better machine for world conquest than democracy, and this is what will decide the final outcome of their struggle."

Six years after Revel's influential book was published, Soviet Communism was dead and democracy has rarely been more dominant. What are we to make of this?

The Golden State isn't worth it

In America's federal system, some states, such as California, offer residents a "package deal" that bundles numerous and ambitious public benefits with the high taxes needed to pay for them. Other states, such as Texas, offer packages combining modest benefits and low taxes. These alternatives, of course, define the basic argument between liberals and conservatives over what it means to get the size and scope of government right.

It's not surprising, then, that there's an intense debate over which model is more admirable and sustainable. What is surprising is the growing evidence that the low-benefit/low-tax package not only succeeds on its own terms but also according to the criteria used to defend its opposite. In other words, the superior public goods that supposedly justify the high taxes just aren't being delivered.

California and Texas are not perfect representatives of the alternative deals, but they come close. Overall, the Census Bureau's latest data show that state and local government expenditures for all purposes in 2005-06 were 46.8% higher in California than in Texas: $10,070 per person compared with $6,858. Only three states and the District of Columbia saw higher per capita government outlays than California, while those expenditures in Texas were lower than in all but seven states. California ranked 10th in overall taxes levied by state and local governments, on a per capita basis, while Texas, one of only seven states with no individual income tax, was 38th.

One way to assess how Americans feel about the different tax and benefit packages the states offer is by examining internal U.S. migration patterns. Between April 1, 2000, and June 30, 2007, an average of 3,247 more people moved out of California than into it every week, according to the Census Bureau. Over the same period, Texas had a net weekly population increase of 1,544 as a result of people moving in from other states. During these years, more generally, 16 of the 17 states with the lowest tax levels had positive "net internal migration," in the Census Bureau's language, while 14 of the 17 states with the highest taxes had negative net internal migration.

As the founder of Human Rights Watch, its active chairman for 20 years and now founding chairman emeritus, I must do something that I never anticipated: I must publicly join the group’s critics. Human Rights Watch had as its original mission to pry open closed societies, advocate basic freedoms and support dissenters. At Human Rights Watch, we always recognized that open, democratic societies have faults and commit abuses. But we saw that they have the ability to correct them — through vigorous public debate, an adversarial press and many other mechanisms that encourage reform.

That is why we sought to draw a sharp line between the democratic and nondemocratic worlds, in an effort to create clarity in human rights. We wanted to prevent the Soviet Union and its followers from playing a moral equivalence game with the West and to encourage liberalization by drawing attention to dissidents like Andrei Sakharov, Natan Sharansky and those in the Soviet gulag — and the millions in China’s laogai, or labor camps.

When I stepped aside in 1998, Human Rights Watch was active in 70 countries, most of them closed societies. Now the organization, with increasing frequency, casts aside its important distinction between open and closed societies.

Nowhere is this more evident than in its work in the Middle East. The region is populated by authoritarian regimes with appalling human rights records. Yet in recent years Human Rights Watch has written far more condemnations of Israel for violations of international law than of any other country in the region.

This headline may come as a bit of a surprise, so too might that fact that the warmest year recorded globally was not in 2008 or 2007, but in 1998.

But it is true. For the last 11 years we have not observed any increase in global temperatures.
And our climate models did not forecast it, even though man-made carbon dioxide, the gas thought to be responsible for warming our planet, has continued to rise.

Climate change sceptics, who passionately and consistently argue that man's influence on our climate is overstated, say they saw it coming.

All Nippon Airways (ANA) claims that empty bladders mean lighter passengers, a lighter aircraft and thus lower fuel use.

Airline staff will be present at boarding gates in terminals to ask passengers waiting to fly to relieve themselves before boarding, The Independent reported.

ANA hopes the weight saved will lead to a five-tonne reduction in carbon emissions over the course of 30 days.

A Mann co-author and source of tree ring data (Professor Keith Briffa of the Hadley UK Climate Research Unit) used one of the tree ring data series (Yamal in Russia) in a paper published in the Philosophical Transactions of the Royal Society in 2008, which has a strict data archiving policy. Thanks to that policy, Steve McIntyre fought and won access to that data just last week.”

When finally McIntyre plotted in a much larger and more representative range of samples than used those used by Briffa – though from exactly the same area – the results he got were startlingly different.

Remember the controversy over the Pentagon policy of not allowing the press to take pictures of the flag-draped caskets of American war dead as they arrived in the United States? Critics accused President Bush of trying to hide the terrible human cost of the wars in Iraq and Afghanistan.
"These young men and women are heroes," Vice President Biden said in 2004, when he was senator from Delaware. "The idea that they are essentially snuck back into the country under the cover of night so no one can see that their casket has arrived, I just think is wrong."

In April of this year, the Obama administration lifted the press ban, which had been in place since the Persian Gulf War in 1991. Media outlets rushed to cover the first arrival of a fallen U.S. serviceman, and many photographers came back for the second arrival, and then the third.

But after that, the impassioned advocates of showing the true human cost of war grew tired of the story. Fewer and fewer photographers showed up. "It's really fallen off," says Lt. There is a battle for America's behinds.
It is a fight over toilet paper: the kind that is blanket-fluffy and getting fluffier so fast that manufacturers are running out of synonyms for "soft" (Quilted Northern Ultra Plush is the first big brand to go three-ply and three-adjective).

It's a menace, environmental groups say -- and a dark-comedy example of American excess.

The reason, they say, is that plush U.S. toilet paper is usually made by chopping down and grinding up trees that were decades or even a century old. They want Americans, like Europeans, to wipe with tissue made from recycled paper goods.

It has been slow going. Big toilet-paper makers say that they've taken steps to become more Earth-friendly but that their customers still want the soft stuff, so they're still selling it.

When it comes to greenhouse-gas emissions, Energy Secretary Steven Chu sees Americans as unruly teenagers and the Administration as the parent that will have to teach them a few lessons.
Speaking on the sidelines of a smart grid conference in Washington, Dr. Chu said he didn’t think average folks had the know-how or will to to change their behavior enough to reduce greenhouse-gas emissions.

“The American public…just like your teenage kids, aren’t acting in a way that they should act,” Dr. Chu said. “The American public has to really understand in their core how important this issue is.” (In that case, the Energy Department has a few renegade teens of its own.)

The administration aims to teach them—literally. The Environmental Protection Agency is focusing on real children. Partnering with the Parent Teacher Organization, the agency earlier this month launched a cross-country tour of 6,000 schools to teach students about climate change and energy efficiency.

“We’re showing people across the country how energy efficiency can be part of what they do every day,” said EPA Administrator Lisa Jackson. “Confronting climate change, saving money on our utility bills, and reducing our use of heavily-polluting energy can be as easy as making a few small changes.”

When filmmaker and provocateur James O'Keefe came to my office to show me the video of him and his friend, Hannah Giles, going to the Baltimore offices of ACORN - the nation's foremost "community organizers" - dressed as a pimp and a prostitute and asking for - and getting - help for various illegal activities, he sought my advice. In the past, Mr. O'Keefe created brilliant social satire that rocked his college campus and even made its way on to the talk-radio and cable-news shows, but the magnitude of his latest adventure had the potential to rock the political establishment.

I was awed by Mr. O'Keefe's guts and amazed by the footage, but explained that the mainstream media would try to kill this important and illuminating expose about a corrupt and criminal political racket, and that the well-funded political left would go into "war room" mode, with 25-year-old Mr. O'Keefe and 20-year-old cohort Miss Giles in the cross hairs. I felt I had a moral obligation to protect these young muckrakers from the left and from the media, and to devise a strategy that would force the media's hand.

Once the American public saw with its own eyes the grotesque, common practices of ACORN's housing offices, Mr. O'Keefe and Miss Giles could no longer be a legitimate focus of media scrutiny. Kill the messenger doesn't work with the American people when they realize that the message is so devastating and honest. I think the video exposed the misuse of public funds and systemic manipulation of the tax code in the name of "helping the poor."

The simmering war that has long been waged between environmentalists and Top Gear presenter Jeremy Clarkson escalated today when seven women from the pressure group Climate Rush arrived at his £2m Cotswolds house and dumped six bags of horse manure on his drive and front lawn.
"Clarkson was not there but we left several steaming piles of manure and a message saying 'this is what you're landing us in'," said Tamsin Omond, one of the activists from Climate Rush. "We targeted Clarkson because of his blasé attitude towards climate change, as illustrated byhis recent drive to the Arctic," she added .
The seven campaigners, dressed as suffragettes, arrived at the automatically opening wrought iron gates of Clarkson's Cotswold mansion outside Chipping Norton, Oxfordshire, in a van fuelled by chip-fat oil. No one answered the door, but the police were called.
The Top Gear presenter, a self confessed libertarian, has made a name by promoting speed and antagonising environmentalists. "What's wrong with global warming? We might lose Holland but there are other places to go on holiday," he wrote once in the Sun. On Top Gear, he has also lauded naturalist David Bellamy, who has disputed that man-made warming exists.

Many of you probably watched the President's Wednesday night address to a joint session of Congress on health care. Such addresses to a joint session are usually done for the State of the Union or a national military emergency (9/11). It is quite rare to use this for a single policy address.

I was frankly surprised at what went on. This was really more like a lecture than a speech. Rather than accept the legitimate concerns of those (including this writer) who disagree with the president's health care plan and discuss potential for compromise, Mr. Obama chided and taunted his opposition. You can't say "we will call you out" in reference to people who will say things with which the President disagrees, and then expect to work with and be trusted by those same people. The President's tone was haughty and condescending. As a result, the atmosphere is the room was extremely acrimonious. Maybe this mood didn't come across on TV, but you could cut the air with a knife in that room. That is why there were more outbursts than usual.

The President sets the tone, and the tone was one of confrontation and about as far from bipartisanship as could be. His message was basically this: ‘Here is my health care plan and if you oppose it, then you are against reform at all.’ As one Republican Senator remarked, he said ‘it's my way or the highway.’

But forget the character witnesses. Just look at Obama's behavior as president, beginning with his first address to Congress. Unbidden, unforced and unpushed by the congressional leadership, Obama gave his most deeply felt vision of America, delivering the boldest social democratic manifesto ever issued by a U.S. president. In American politics, you can't get more left than that speech and still be on the playing field.
In a center-right country, that was problem enough. Obama then compounded it by vastly misreading his mandate. He assumed it was personal. This, after winning by a mere seven points in a year of true economic catastrophe, of an extraordinarily unpopular Republican incumbent, and of a politically weak and unsteady opponent. Nonetheless, Obama imagined that, as Fouad Ajami so brilliantly observed, he had won the kind of banana-republic plebiscite that grants caudillo-like authority to remake everything in one's own image.

Accordingly, Obama unveiled his plans for a grand makeover of the American system, animating that vision by enacting measure after measure that greatly enlarged state power, government spending and national debt. Not surprisingly, these measures engendered powerful popular skepticism that burst into tea-party town-hall resistance.

Obama's reaction to that resistance made things worse. Obama fancies himself tribune of the people, spokesman for the grass roots, harbinger of a new kind of politics from below that would upset the established lobbyist special-interest order of Washington. Yet faced with protests from a real grass-roots movement, his party and his supporters called it a mob -- misinformed, misled, irrational, angry, unhinged, bordering on racist. All this while the administration was cutting backroom deals with every manner of special interest -- from drug companies to auto unions to doctors -- in which favors worth billions were quietly and opaquely exchanged.

For people who are looking for ways to reduce their "carbon footprint," here's one radical idea that could have a big long-term impact, some scientists say: Have fewer kids.

A study by statisticians at Oregon State University concluded that in the United States, the carbon legacy and greenhouse gas impact of an extra child is almost 20 times more important than some of the other environment-friendly practices people might employ during their entire lives - things like driving a high mileage car, recycling, or using energy-efficient appliances and light bulbs.

"In discussions about climate change, we tend to focus on the carbon emissions of an individual over his or her lifetime," said study team member Paul Murtaugh. "Those are important issues and it's essential that they should be considered. But an added challenge facing us is continuing population growth and increasing global consumption of resources."

Reproductive choices haven't gained as much attention in the consideration of human impact to the Earth, Murtaugh said. When an individual produces a child - and that child potentially produces more descendants in the future - the effect on the environment can be many times the impact produced by a person during their lifetime.

From the outset of his administration, Mr. Obama has been trying to thread the needle between national security policy and his ideological affinity with civil liberties lawyers and human-rights activists, meeting with and consulting them prior to making detainee-related decisions. Though his executive order shutting Guantanamo closely followed the blueprint provided by Human Rights First, leaders of key organizations were stunned when he revealed in an awkward, off-the-record meeting the day before his public announcement at the National Archives that he planned to continue President George W. Bush’s policy of preventive detention.

Michael Ratner, whose human rights organization, the Center for Constitutional Rights, filed the first successful detainee lawsuit in 2002, called Mr. Obama’s proposed U.S. detention scheme a “road to perdition” and nothing more than a plan to “repackage Guantanamo.” Leaders of the so-called Gitmo bar appear poised to launch a flurry of legal challenges the moment the last departing detainee’s feet touch U.S. soil.

In January, the American Civil Liberties Union (ACLU) of Colorado issued a statement saying that conditions at supermax are “simply another form of torture” worse than Gitmo which “make a mockery of ‘innocent until proven guilty.’” Last month, the ACLU filed a civil lawsuit mirroring Reid’s religious rights claim on behalf of two terrorism inmates held at the Communications Management Unit inside a medium security prison in Terre Haute, Ind.

Mr. Obama has repeatedly suggested that the security challenge of bringing more than 100 trained and dangerous terrorists onto U.S. soil can be solved by simply installing them in an impenetrable fortress. This view is either disingenuous or naïve. The militant Islamists at Guantanamo too dangerous to release believe that their resistance behind the wire is a continuation of holy war. There is every reason to believe they will continue their jihad once they have been transported to U.S. soil where certain federal judges have signaled a willingness to confer upon them even more rights.

The position of civil rights activists with regard to these prisoners is plain. “If they cannot be convicted,” says ACLU lawyer Jameel Jaffer, “then you release them.”

While environmentalists for the most part draw their conclusions based on climate information gathered in the last few hundred years, geologists, Plimer says, have a time frame stretching back many thousands of millions of years.

The dynamic and changing character of the Earth's climate has always been known by geologists. These changes are cyclical and random, he says. They are not caused or significantly affected by human behaviour.

Polar ice, for example, has been present on the Earth for less than 20 per cent of geological time, Plimer writes. Plus, animal extinctions are an entirely normal part of the Earth's evolution.

Plimer gets especially upset about carbon dioxide, its role in Earth's daily life and the supposed effects on climate of human manufacture of the gas. He says atmospheric carbon dioxide is now at the lowest levels it has been for 500 million years, and that atmospheric carbon dioxide is only 0.001 per cent of the total amount of the chemical held in the oceans, surface rocks, soils and various life forms. Indeed, Plimer says carbon dioxide is not a pollutant, but a plant food. Plants eat carbon dioxide and excrete oxygen. Human activity, he says, contributes only the tiniest fraction to even the atmospheric presence of carbon dioxide.

The Science and Public Policy Institute announces the publication of Climate Money, a study by Joanne Nova revealing that the federal Government has a near-monopsony on climate science funding. This distorts the science towards self-serving alarmism. Key findings:

Ø The US Government has spent more than $79 billion of taxpayers’ money since 1989 on policies related to climate change, including science and technology research, administration, propaganda campaigns, foreign aid, and tax breaks. Most of this spending was unnecessary.

Ø Despite the billions wasted, audits of the science are left to unpaid volunteers. A dedicated but largely uncoordinated grassroots movement of scientists has sprung up around the globe to test the integrity of “global warming” theory and to compete with a lavishly-funded, highly-organized climate monopsony. Major errors have been exposed again and again.

Ø Carbon trading worldwide reached $126 billion in 2008. Banks, which profit most, are calling for more. Experts are predicting the carbon market will reach $2 - $10 trillion in the near future. Hot air will soon be the largest single commodity traded on global exchanges.

Ø Meanwhile, in a distracting sideshow, Exxon-Mobil Corp is repeatedly attacked for paying just $23 million to skeptics—less than a thousandth of what the US government spends on alarmists, and less than one five-thousandth of the value of carbon trading in 2008 alone.

The Golden State can’t seem to catch a break these days, with a budget deficit that widens by the hour, factory closings, declining exports, state-issued IOUs, and restive labor unions seeking to reinstate higher taxes for California’s beleaguered businesses.

When my last HUMAN EVENTS column appeared in June, California’s deficit was $24.3 billion. Now, three weeks later, it’s $26.3 billion. It may likely be $27.3 billion as State Controller John Chiang (D.) has reported that June personal income taxes were $987 million below Gov. Arnold Schwarzenegger’s May estimates with sales taxes down $154 million. California gets about half of its general fund revenue from income taxes, having the second-highest personal income tax rates in the U.S. after Maryland recently raised theirs to eclipse California in at least one category of economic stupidity. California increased its highest-in-the-nation state sales tax rate from a base of 7.25% to 8.25% beginning April 1, a 14% increase.

At last count, California was going into debt by about $25 million a day. In the fiscal year ended June 30, California went about $10.4 billion in the red.

Meanwhile, a coalition of government employee unions, led by the American Federation of State, County and Municipal Employees California (AFSCME) has filed paperwork to repeal $2.5 billion in tax breaks for business. These tax cuts were enacted to encourage economic activity as part of last February’s budget agreement that also saw the largest state tax increase in U.S. history. The public sector unions have long lobbied to hike taxes, including property taxes and taxes on crude oil production.

As if to signal enough is enough, the Toyota Motor Co. has announced it is preparing to close its New United Motor Manufacturing Inc. (NUMMI) plant and the 4,700 Bay Area jobs that go with it. NUMMI, a joint venture between Toyota and General Motors Corp., has been on shaky ground since GM decided it would back out of its end of the business as part of its bankruptcy reorganization. No doubt, California’s high energy, labor and tax costs, along with its uniquely crushing regulatory burden, played a role in Toyota’s decision.

To fairly divide the climate change fight between rich and poor, a new study suggests basing targets for emission cuts on the number of wealthy people, who are also the biggest greenhouse gas emitters, in a country.

Since about half the planet's climate-warming emissions come from less than a billion of its people, it makes sense to follow these rich folks when setting national targets to cut carbon dioxide emissions, the authors wrote on Monday in Proceedings of the National Academy of Sciences.

As it stands now, under the carbon-capping Kyoto Protocol, rich countries shoulder most of the burden for cutting the emissions that spur global warming, while developing countries -- including fast-growing economies China and India -- are not required to curb greenhouse pollution.

Rich countries, notably the United States, have said this gives developing countries an unfair economic advantage; China, India and other developing countries argue that developed countries have historically spewed more climate-warming gases, and developing countries need time to catch up.

The study suggests setting a uniform international cap on how much carbon dioxide each person could emit in order to limit global emissions; since rich people emit more, they are the ones likely to reach or exceed this cap, whether they live in a rich country or a poor one.

For example, if world leaders agree to keep carbon emissions in 2030 at the same level they are now, no one person's emissions could exceed 11 tons of carbon each year.

That means there would be about a billion "high emitters" in 2030 out of a projected world population of 8.1 billion.

A top Republican senator has ordered an investigation into the Environmental Protection Agency's alleged suppression of a report that questioned the science behind global warming.
The 98-page report, co-authored by EPA analyst Alan Carlin, pushed back on the prospect of regulating gases like carbon dioxide as a way to reduce global warming. Carlin's report argued that the information the EPA was using was out of date, and that even as atmospheric carbon dioxide levels have increased, global temperatures have declined.

"He came out with the truth. They don't want the truth at the EPA," Sen. James Inhofe, R-Okla., a global warming skeptic, told FOX News, saying he's ordered an investigation. "We're going to expose it."

The controversy comes after the House of Representatives passed a landmark bill to regulate greenhouse gas emissions, one that Inhofe said will be "dead on arrival" in the Senate despite President Obama's energy adviser voicing confidence in the measure.

Furthermore, a Brevity Act should be part of every State Constitution, County Charter and City Charter.

To those who would oppose this Act because it would require Legislatures to vote separately on every single item in the budget, I say, it’s about time!

Steve Fielding recently asked the Obama administration to reassure him on the science of man-made global warming. When the administration proved unhelpful, Mr. Fielding decided to vote against climate-change legislation.
If you haven't heard of this politician, it's because he's a member of the Australian Senate. As the U.S. House of Representatives prepares to pass a climate-change bill, the Australian Parliament is preparing to kill its own country's carbon-emissions scheme. Why? A growing number of Australian politicians, scientists and citizens once again doubt the science of human-caused global warming.

Among the many reasons President Barack Obama and the Democratic majority are so intent on quickly jamming a cap-and-trade system through Congress is because the global warming tide is again shifting. It turns out Al Gore and the United Nations (with an assist from the media), did a little too vociferous a job smearing anyone who disagreed with them as "deniers." The backlash has brought the scientific debate roaring back to life in Australia, Europe, Japan and even, if less reported, the U.S.

Meteorologists are reluctant to call a month "nice." They have their data and their science and typically do not describe the weather in such subjective terms.
Except now, because the data prove it.

"It's probably the best June since I've been here, and I've been here most of my life," said the National Weather Service's Valerie Meyers, who is in her late 40s. "It's been really nice."

Possibly the nicest June ever.

It's that type of thing that is fun to say but hard to quantify.

Thursday, however, was the 14th consecutive day to stay below 100 degrees. That's the longest stretch of its kind in any June since 1913.

Trash collectors in San Francisco will soon be doing more than just gathering garbage: They'll be keeping an eye out for people who toss food scraps out with their rubbish.
San Francisco this week passed a mandatory composting law that is believed to be the strictest such ordinance in the nation. Residents will be required to have three color-coded trash bins, including one for recycling, one for trash and a new one for compost — everything from banana peels to coffee grounds.

The law makes San Francisco the leader yet again in environmentally friendly measures, following up on other green initiatives such as banning plastic bags at supermarkets.

The angry confrontation came in Luton, where anti-Islamist protesters brandished England flags last Sunday, before clashing with police.

The latest violence erupted as arguments raged between fellow Muslims shortly after Friday morning prayers in the Bury Park area of the town.

Passing traffic ground to a halt as the large group of moderates confronted about a dozen extremists.

As the radical Muslims began to set up their stall, they were surrounded by a crowd shouting 'we don't want you here' and 'move on, move on'.

Some business leaders are cozying up with politicians and scientists to demand swift, drastic action on global warming. This is a new twist on a very old practice: companies using public policy to line their own pockets.
The tight relationship between the groups echoes the relationship among weapons makers, researchers and the U.S. military during the Cold War. President Dwight Eisenhower famously warned about the might of the "military-industrial complex," cautioning that "the potential for the disastrous rise of misplaced power exists and will persist." He worried that "there is a recurring temptation to feel that some spectacular and costly action could become the miraculous solution to all current difficulties."

This is certainly true of climate change. We are told that very expensive carbon regulations are the only way to respond to global warming, despite ample evidence that this approach does not pass a basic cost-benefit test. We must ask whether a "climate-industrial complex" is emerging, pressing taxpayers to fork over money to please those who stand to gain.

This phenomenon will be on display at the World Business Summit on Climate Change in Copenhagen this weekend. The organizers -- the Copenhagen Climate Council -- hope to push political leaders into more drastic promises when they negotiate the Kyoto Protocol's replacement in December.

If hypocrisy is the homage that vice pays to virtue, then the flip-flops on previously denounced anti-terror measures are the homage that Barack Obama pays to George Bush. Within 125 days, Obama has adopted with only minor modifications huge swaths of the entire, allegedly lawless Bush program.
The latest flip-flop is the restoration of military tribunals. During the 2008 campaign, Obama denounced them repeatedly, calling them an "enormous failure." Obama suspended them upon his swearing-in. Now they're back.

Of course, Obama will never admit in word what he's doing in deed. As in his rhetorically brilliant national-security speech yesterday claiming to have undone Bush's moral travesties, the military commissions flip-flop is accompanied by the usual Obama three-step: (a) excoriate the Bush policy, (b) ostentatiously unveil cosmetic changes, (c) adopt the Bush policy.

Environmental issues consistently rate near the bottom of public worry, according to many public opinion polls. A Pew Research Center poll released in January found global warming last among 20 voter concerns; it trailed issues like addressing moral decline and decreasing the influence of lobbyists. “We know why it’s lowest,” said Mr. Perkowitz, a marketer of outdoor clothing and home furnishings before he started ecoAmerica, whose activities are financed by corporations, foundations and individuals. “When someone thinks of global warming, they think of a politicized, polarized argument. When you say ‘global warming,’ a certain group of Americans think that’s a code word for progressive liberals, gay marriage and other such issues.”
The answer, Mr. Perkowitz said in his presentation at the briefing, is to reframe the issue using different language. “Energy efficiency” makes people think of shivering in the dark. Instead, it is more effective to speak of “saving money for a more prosperous future.” In fact, the group’s surveys and focus groups found, it is time to drop the term “the environment” and talk about “the air we breathe, the water our children drink.”

A disturbing epidemic of amnesia seems to be plaguing my former colleagues on Capitol Hill. After the Sept. 11, 2001, attacks, members of the committees charged with overseeing our nation's intelligence services had no higher priority than stopping al-Qaeda. In the fall of 2002, while I was chairman of the House intelligence committee, senior members of Congress were briefed on the CIA's "High Value Terrorist Program," including the development of "enhanced interrogation techniques" and what those techniques were. This was not a one-time briefing but an ongoing subject with lots of back and forth between those members and the briefers.
Today, I am slack-jawed to read that members claim to have not understood that the techniques on which they were briefed were to actually be employed; or that specific techniques such as "waterboarding" were never mentioned. It must be hard for most Americans of common sense to imagine how a member of Congress can forget being told about the interrogations of Sept. 11 mastermind Khalid Sheik Mohammed. In that case, though, perhaps it is not amnesia but political expedience.

Let me be clear. It is my recollection that:

-- The chairs and the ranking minority members of the House and Senate intelligence committees, known as the Gang of Four, were briefed that the CIA was holding and interrogating high-value terrorists.

-- We understood what the CIA was doing.

-- We gave the CIA our bipartisan support.

-- We gave the CIA funding to carry out its activities.

-- On a bipartisan basis, we asked if the CIA needed more support from Congress to carry out its mission against al-Qaeda.

The president's new science adviser said Wednesday that global warming is so dire, the Obama administration is discussing radical technologies to cool Earth's air.
John Holdren told the Associated Press in his first interview since being confirmed last month that the idea of geoengineering the climate is being discussed. One such extreme option includes shooting pollution particles into the upper atmosphere to reflect the sun's rays. Mr. Holdren said such an experimental measure would only be used as a last resort.

"It's got to be looked at," he said. "We don't have the luxury of taking any approach off the table."

Mr. Holdren outlined several "tipping points" involving global warming that could be fast approaching. Once such milestones are reached, such as complete loss of summer sea ice in the Arctic, it increases chances of "really intolerable consequences," he said.

Twice in a half-hour interview, Mr. Holdren compared global warming to being "in a car with bad brakes driving toward a cliff in the fog."

U.S. Secretary of State Hillary Clinton told an international conference on Afghanistan on Tuesday that those members of the Taliban who abandoned extremism must be granted an "honorable form of reconciliation."
"This matter was also raised in the past," said Taliban spokesman Zabihullah Mujahid, referring to comments last month by Obama, who spoke of reaching out to moderate Taliban.

"They have to go and find the moderate Taliban, their leader and speak to them. This is a lunatic idea," Mujahid said by telephone from an unknown location.

Mujahid is one of two spokesman authorized to speak for the Taliban leadership council, headed by Mullah Mohammad Omar.

President Barack Obama's intelligence chief confirmed Thursday that some Guantanamo inmates may be released on US soil and receive assistance to return to society.
"If we are to release them in the United States, we need some sort of assistance for them to start a new life," said National Intelligence Director Dennis Blair at his first press conference.
"You can't just put them on the street," he added. "All that is work in progress."
Obama has vowed to close the controversial prison camp by next January and has ordered individual reviews for cases against each of the over 240 remaining prisoners.
